Elevion Group Joins Company Appeal to Address Investment Certainty for BESS in Germany
Energy storage plays a central role in stabilising the electricity system and enabling the integration of renewable energy sources. Without sufficient storage capacity, the energy transition cannot succeed. This message was recently reinforced by a joint appeal from a broad alliance of companies, which was picked up by Frankfurter Allgemeine Zeitung (FAZ).
At the heart of the current debate is the AgNes process of the Federal Network Agency. Within this framework, the authority is questioning the 20‑year grid fee exemption for energy storage facilities that go into operation before 4 August 2029, as anchored in § 118 (6) EnWG.
The planned introduction of future, currently undefined grid fees for all storage systems would represent a fundamental shift. Such a move would interfere with existing business fundamentals and significantly weaken planning security for both ongoing and planned projects. As a result, investor confidence would be severely affected at a time when large‑scale investments are urgently needed.
According to current plans, around 16 gigawatts of storage projects could be put at risk. This would not only slow down the expansion of storage capacity but would also have broader implications for the stability and resilience of the energy system.
Together with a strong and broadly positioned alliance of companies, a clear signal is being sent: investment certainty remains essential for innovation, long‑term investment and a stable energy system. The current step does not mark the end of the political discussion. On the contrary, it opens an important debate on how to create reliable framework conditions for the future of energy storage.
